Cook ground pork and beef in a large soup pot over medium heat, breaking into small pieces, for 5 minutes. Then add in onion and garlic.
Stir in the cabbage, carrot, beef broth, tomato sauce, tomato paste, brown sugar, bay leaves, salt, pepper, basil, oregano, and marjoram.
Bring to a boil, reduce heat, and simmer for 20 minutes. Then add the rice, simmer for 5 more minutes, and turn off heat.
Heat water, butter, and salt in a small saucepan. Add shredded carrots and cook for 2-5 minutes. Then remove from heat.
